I would prefer to adopt a systematic approach here.

I would start by defining my goals, which could be deciding on the number of solutions stories that need to feature in a week/month, how these stories could be made more relevant to the community, etc.      

Getting everyone onboard would be the next step. So, I would share my plans with the editors and reporting staff and ask them for their feedback to make sure they are equally keen to be a part of this initiative. I would then discuss implementation timelines, tasks, and budget and resources requirements with them.   

I would rope in the seniors to help with training and support to help the reporters acquire the necessary skills to work on a solutions story. I would also ask reporters to get feedback to help them improve their stories.
