I would say that reporters tend to find challenges with effective solutions research and reporting because circumstances are constantly changing. That is, what has worked or might work before might not again because situations and people involved in those situations change. It's hard to keep things consistent enough, especially when interrogating or developing public action around a government agency or institution. These can be very difficult to investigate as they typically take a lot of time, resources, and people. But possible solutions are really important, so they can be effective in some ways, but then something changes and again, what happened already might not work in the future.
